This study aimed to investigate the degree of the educational supervisors’ estimation of the causes of the low achievement of the lower basic education pupils ( stages 1-4) at governmental schools in the Governorate of Bethlehem. For this purpose, a questionnaire comprising six domains was devised. The first domain was concerned with the causes related to the pupil; the second was concerned with causes related to the teacher; the third, with causes related to the supervisor; the fourth with the school principal; the fifth with the curriculum, and finally the sixth domain was concerned with causes related to the family. The study was conducted on all the individuals of the population consisting of (36) male and female supervisors. The results concluded by the study indicated that there were several causes that led to low achievement, the most prominent of which were causes related to the pupil’s focus on memorization more than on comprehension, analysis and evaluation, in addition to scarcity of organizing his/her time for studying. With respect to the teacher, it was found out that his/her use of teaching aids in class was very little, and that he/she seldom made connection between the material and life situations; as for the supervisor, it was found out that he/she had too many teachers to follow up and that he/she was not given enough authorization to remedy the negligence that some teachers had; as to the school principal, these were the causes : he increased the teaching load for the basic stage teacher; his school had heavy responsibilities; he rarely sent reports on the low level of achievement in his school. Further, the school curriculum, as a fifth domain, paid little attention to extracurricular activities; moreover, the time allotted to the completion of the material was not enough, and the focus of the curriculum was on the quantity more than on the quality. Finally, the causes pertaining to the families were their poor social and economic circumstances in addition to expressing their underestimation of the role of the teachers publicly before their children. It was also found out that there were differences in the means of the overall degree of the supervisors’ estimations of the causes behind low achievement of the lower basic education pupils(stages 1-4) in the governmental schools of Bethlehem Governorate attributed to the variables of gender, specialization, experience and academic qualification.
هدفت الدراسة إلى معرفة درجة تقديرات المشرفين التربويين لأسباب ضعف التحصيل الدراسي لدى طلبة المرحلة الأساسية الدنيا (1- 4) في المدارس الحكومية في محافظة بيت لحم،لهذا الغرض صممت استبانة مكونة من ستة محاور، يتمثل الأول في أسباب تتعلق بالطالب نفسه، والثاني في أسباب تتعلق بالمعلم، والثالث يتمثل في أسباب تتعلق بالمشرف التربوي، والرابع في أسباب تتعلق بمدير المدرسة، والخامس يتمثل في أسباب تتعلق بالمنهاج الدراسي، وأما السادس فيتمثل في أسباب تتعلق بالأسرة .وقد أجريت الدراسة على جميع أفراد المجتمع البالغ عددهم (36) مشرفا ومشرفة،ومن النتائج التي توصلت إليها الدراسة: وجود عدة أسباب أدت إلى ضعف التحصيل،وكان أبرزها :ما يتعلق بالطالب:(يركز على الحفظ أكثر من الفهم والتحليل والتقويم)،(نادراً ما ينظم وقته في الدراسة)وفيما يتعلق بالمعلم :(قلة تفعيله الوسائل التعليمية في الحصة الصفية)،(نادرا ما يربط المادة بمواقف حياتية)،وفيما يتعلق بالمشرف التربوي:(كثرة عدد المعلمين الذين يتابعهم،(افتقاره للصلاحيات التي تمكنه من معالجة الإهمال لدى بعض المعلمين)،وفيما يتعلق بمدير المدرسة : (زيادة نصاب معلم المرحلة الأساسية )،( كثرة الأعباء الملقاة على عاتق المدرسة)،( نادرا ما يرفع المدير تقريرا حول مستوى ضعف التحصيل في المدرسة،،وأما فيما يتعلق بالمنهاج فأبرزها:(قلة اهتمامه بالأنشطة اللاصفية)،(الزمن المحدد لا يغطي المادة الدراسية)،( تركيز المنهاج على الكم أكثر من النوع)، وفيما يتعلق بالأسرة (الوضع الاجتماعي والاقتصادي المتدني للأسرة)،( تقليل الاهتمام من دور المعلم أمام أبنائهم )،( وقد تبين أيضاً أنه يوجد فروق في المتوسطات الحسابية للدرجة الكلية لتقديرات المشرفين التربويين لأسباب ضعف التحصيل الدراسي لدى طلبة المرحلة الأساسية الدنيا (1- 4) في المدارس الحكومية في محافظة بيت لحم لمتغيرات (النوع الاجتماعي، والتخصص، والخبرة،والمؤهل العلمي)
