لكي يكون قرار الموظف العام سليما مستهدفا تحقيق الصالح العام، بعيدا عن أية أخطاء أو أخطار، لابد من وجود بعض الضمانات والقواعد التي تجعل هذه الأعمال بمنأى عن الانحراف، وتجعلها بعيده عن الاستغلال وعن إمكانات حدوث فساد إداري. ومن هذه الضمانات التمكين الوظيفي الذي أصبح اليوم وسيلة ضرورية للتخلص من تركيز السلطة الذي يعرقل سير العمل الإداري وأصبح ضرورة من ضرورات حسن تنظيم العمل الإداري، فهو يؤدي إلى سرعة إصدار القرار، والقضاء على البطء في الإجراءات، نتيجة تركيز السلطة في يد الرئيس الإداري الأعلى، وكل هذا يعمل تلقائيا على الحد من الفساد الإداري. وتتمثل المشكلة البحثية في أن تركيز السلطة في مستوي الإدارة العليا من أهم مسببات الفساد الإداري... فهل يمكن أن يساهم التمكين الوظيفي الذي يعمل على منح السلطة والمسئولية للعاملين، ليتمكنوا من إدارة أعمالهم وتحمل المسئولية والرقابة على النتائج في الحد من الفساد الإداري؟ ويعتبر جرائم الفساد الإداري من أخطر الجرائم المؤثرة على نمو الدول وتقدمها، وذلك لما تخلفه من آثار سلبية تمتد إلى جميع جوانب المجتمع والتي قد يصعب تجنبها أو السيطرة عليها. وعلى ذلك فإن الاهتمام بتحديد أسباب الفساد الإداري، والأنواع المنتشرة منه، وما ينتج عنها، والسيطرة عليها أمرا حتميا من أجل مواكبة عجلة التنمية، لذا فإن الهدف الرئيس للبحث هو التعرف على دور التمكين الوظيفي في الحد من الفساد الإداري.
