المستخلص: لم تعد مشكلة الرياضة في الجزائر مشكلة منشآت أو نقص تجهيزات، ولكن أصبحت في الجوانب الإدارية وكيفية تنظيم عمل تلك، المنشآت والاستفادة القصوى والفعالة من تلك الإمكانات (البشرية، المادية)، حيث أثرت بشكل جلي على المؤسسات الرياضية وعلى الخدمات المختلفة المقدمة من طرف هذه المؤسسات إلى المتعاملين معها هذا ما أدى إلى إعادة النظر في الأساليب والممارسات الإدارية، لذلك سعى مختلف المؤسسات الرياضية إلى تحقيق الكفاءة والفعالية الإدارية من اجل تحقيق أهدافها والتميز وذلك باهتمامها بتنمية وتطوير أدائها من خلال إتباع أساليب الإدارة الحديثة. وعلى هذا الأساس تكمن أهمية هذه الدراسة في معرفة مدى تطبيق مبادئ إدارة الجودة الشاملة في مديرية الشباب والرياضة، من خلال مبدأ التحسين المستمر والمشاركة الكاملة، مبدأ الوقاية من الأخطاء والقيادة الإدارية، مبدأ التركيز على المتعامل في إدارة الجودة الشاملة دور في تحقيق الأداء المتميز في الإدارة الرياضية. ولتحقيق ذلك استخدم الباحث المنهج الوصفي لملائمته لهذه الدراسة على عينة عشوائية، فبلغ عددها 32 موظف بمديرية الشباب، والرياضة بتيسمسيلت، طبق عليهم مقياس إدارة الجودة الشاملة ومقياس الأداء المتميز، وهدا بعد التأكد من صدقه وثباته تم التوصل إلى النتائج التالية: أن لإدارة الجودة الشاملة دور كبير في تحقيق الأداء المتميز في الإدارة الرياضية، وكذا تطبيق مبادئها على ارض الواقع يسهم بدرجة كبيرة بالارتقاء بها وتطويرها عن طريق مساهمتها في التحسين المستمر والوقاية من الأخطاء ومنع وقوعها بالإضافة إلى المشاركة الكاملة والقيادة الإدارية والتركيز على المتعامل لمختلف العمليات الإدارية بها وذلك من خلال الاستفادة المثلى من الموارد المادية أو البشرية المتاحة بها بدون الحاجة إلى تكاليف أو موارد إضافية تفوق إمكانات مديريات الشباب والرياضة. وفى ضوء ما أسفرت عنه نتائج البحث يوصي الباحث بإجراء المزيد من الدراسات والبحوث التي تهتم بمجال تطوير وتعزيز مبادئ إدارة الجودة الشاملة في المؤسسة الرياضية.

Total quality management and its role in achieving outstanding performance in sports Management (A field study of the Directorate Youth and Sports The state of Tissemsilt Algeria) Sports problem in Algeria is no longer the problem of facilities or lack of equipment, but became the administrative aspects and how to organize the work of those facilities and the maximum effective from that potential and benefit (human, material), where affected clearly on sports institutions and the various services provided by these institutions to This clientele led to the revision of the methods and management practices, so the various sports organizations seeking to achieve administrative efficiency and effectiveness in order to achieve its goals, excellence and that their interest in the development and improve its performance by following modern management methods. On this basis lies the importance of this study is to see how the application of the principles of total quality in the Youth and Sports Directorate of Administration, through the principle of continuous improvement and full participation, the principle of prevention of errors and administrative leadership, the principle of focusing on a trader at total quality management role in achieving outstanding performance in management Sports. To achieve this, the researcher used the descriptive approach to the suitability of this study on a random sample, reaching number 32 employee Directorate of Youth and Sports Tissemsilt, dish them TQM scale and outstanding performance scale, after confirmation of sincerity and persistence was reached the following conclusions: that of total quality management a major role in achieving outstanding performance in sports administration, as well as the application of principles on the ground has greatly contributed to upgrading and developed through its contribution to the continuous improvement and the prevention of errors and prevention as well as full participation and administrative leadership and focus on a trader for various administrative processes out through benefit optimization of physical or human resources available to them without the need for additional resources or costs above potential Directorates of Youth and Sports. In light of the outcome of the search results researcher recommends the following: further studies and research that are interested in the field of development and promotion of the principles of total quality management in sports institution.
