|b The e-Gov is an important means to modernize the Egyptian society as it plays an important role in enhancing the performance of public services to several beneficiaries. Employing information and communication technology in government administration is considered a tool to secure in government services, achieve citizen satisfaction and improve the quality of life, thus building confidence in government administration. The study aims to identify the concepts of e-Gov and its role in securing in the quality of public services introduced to beneficiaries by Sharkia Governorate. It also aims to determine the manager’s perception of e-Gov concept according to their administrative level: Top management; middle management and executive management. The research aims to identify the attitudes of beneficiaries toward electronic public services according to some demographic factors such as: gender, age, and academic qualifications. The research aims to measure beneficiaries’ satisfaction level on the performance of introducing public services. Moreover, the research aims to suggest a framework to secure in the performance of introducing public services by e-gov. in Sharkia governorate. According to analysis of basic data and primary data, the fifth hypotheses of study were confirmed. There are differences in management leaders' perception towards introducing electronic public services according to their administrative level, and there are differences in attitudes of citizens and beneficiaries toward electronic public services according to demographic factors such as: gender, age, academic qualifications. Also, implementation of e-Gov has a positive impact from their point of view on the quality of public services introduced to citizens and beneficiaries, and there arc many internal and external obstacles in the government agencies, negatively affecting the successful implementation of e - Gov. Finally, there is an inverse relationship between the level of quality of public services introduced and the internal and external obstacles in the government agencies. Finally, the study confirms the set of results and offers several recommendations regarding the successful implementation of e-Gov. It has been shown that implementation of e-Gov relies on: reforming managerial structures and operations by using information and communication technology, supporting electronic capabilities for both of e-Gov, citizens and beneficiaries, preparing citizens and beneficiaries to accept and deal with e-gov, informing citizens and beneficiaries about electronic services sites, distributing guide booklets and continuous advertising on how to access electronic services. Furthermore, the study has supported the possibility of implementing the proposed framework for securing in the quality of Sharkia governorate public Services, and the quality of other Governorates’ public Services in Egypt.
