المستخلص: في ظل التحولات والتغيرات التي شهدتها السنوات الأخيرة من القرن الماضي، دخلت المجالات سلسلة من التحديات السياسية، الاقتصادية والاجتماعية، خاصة بظهور التكتلات الاقتصادية وانفتاحها على الأسواق العالمية وتحريرها، بالإضافة للثورة التكنولوجية السريعة التي ساهمت في تحقيق "عالمية السوق"، بحيث لم يعد هناك سوق وطنية أو إقليمية. ومع ظهور تنافسية شديدة بين المجالات، كل هذا التأثير استوجب الاهتمام بضرورة التسويق بصفة عامة والتسويق الترابي بصفة خاصة. تتوفر جهة الشرق على مؤهلات طبيعية وبشرية مهمة وكذا فرص استثمارية هائلة ولكن من أجل الاستفادة منها، جلب الاستثمارات الأجنبية وخلق الثروة ومناصب الشغل لا بد من تحسين جاذبيتها وإدماج القطاع الغير مهيكل في اقتصادها.

The territory is becoming more and more a privileged place for the Organization and governance of the process of development and creation of wealth; it is one of the basic elements of economic performance by its attractiveness. Facing an international competition increasingly hard for the attraction of investment projects internationally mobile, territories must improve their attractiveness to maximize their share of the investment market. The eastern region has important strengths enabling it to present an attractive land and better position compared to the other regions of the Morocco, on the other hand, the region suffers from several constraints that can influence its attractiveness and therefore its development The factor most determine is the importance of the informal sector which dominates the economy of the eastern region. To achieve the results set out in the strategy of development of the region of the East by 2020, the actors in the region are all called to this challenge through the fight or at best the conversion of informal sector and improvement of its attractiveness.

Le territoire devient de plus en plus un lieu privilégié pour l'organisation et la gouvernance des processus de développement et de création des richesses. Il est un des éléments fondamentaux de la performance économique et ce par son attractivité. Face à une compétition internationale de plus en plus rude pour l'attraction des projets d'investissement internationalement mobiles, les territoires doivent améliorer leur attractivité pour maximiser leur part de marché des investissements. La région de l'oriental dispose d'atouts importants qui lui permettent de présenter une offre territoriale attractive et mieux se positionner par rapport aux autres régions du Maroc. A l'inverse, la région souffre de plusieurs contraintes qui peuvent influencer son attractivité et par conséquent son développement. Parmi celles-là, le facteur le plus déterminent est celui de l'importance du secteur informel qui domine l'économie de la région de l'oriental. Pour réaliser les résultats fixés dans la stratégie de développement de la région de l'oriental à l'horizon 2020, les acteurs de la région sont tous appelés à relever ce défi à travers la lutte ou au mieux la conversion du secteur informel et l'amélioration de son attractivité.
