المستخلص: This study examined the role of the organizational learning in simplifying the administrative procedures from the perspective of the working staff in Damascus Governorate. In order to conduct this study, a questionnaire of 25 items was designed to collect data, and a purposive sample consisting of all the working staff in Damascus Directorate who are involved in the simplification of procedures in three directorates: Directorate of Administrative Development, Directorate of Informatics, and Directorate of Customer Service Centers, was selected. The sample consisted of 41 staffs on whom the form was distributed. In light of this, the data were analyzed and hypotheses tested by using the appropriate statistic methods. The study reached several conclusions, the most important of which are: - The simplification of administrative procedures is an essential part of the work of Damascus Governorate, and has a major role on saving time and cost than its role on providing services accurately and decreasing the effects of personal relations. - Organizational learning patterns prevail in Damascus Governorate since it uses single-loop learning pattern, then double-loop learning pattern and finally triple-loop learning pattern, which is the least used in Damascus Directorate. - There is an effect of moral significance of organizational learning patterns on the simplification of administrative procedures in Damascus Governorate. The single-loop learning is the most closely related to the simplification of administrative procedures, and the triple-loop learning is the least related to the simplification of administrative procedures. - There is an effect of moral significance of organizational learning methods on the simplification of administrative procedures in Damascus Governorate. Learning through the practical method of solving problems is the most closely related to the simplification of administrative procedures, and then comes learning through experiences and finally learning through reference measurement, which is the least related. The basics of learning organization are available in Damascus Governorate in this order: learning within a team, then the creation of new ways in work and finally the existence of common vision. - Organizational learning patterns have more effect on the simplification of administrative procedures in Damascus Governorate than organizational learning methods.

تناولت هذه الدراسة دور التعلم التنظيمي في تبسيط الإجراءات الإدارية من وجهة نظر العاملين في محافظة دمشق، ولتحقيق هذه الدراسة تم تصميم استبانة مكونة من 25 فقرة لجمع البيانات وتم اختيار عينة عمدية مكونة من جميع الموظفين العاملين في محافظة دمشق المعنين بمشروع تبسيط الإجراءات في ثلاث مديريات وهي مديرية التنمية الإدارية ومديرية المعلوماتية ومديرية مراكز خدمات المواطنين وقد بلغت العينة (41) مفردة وزعت عليها الاستمارات وفي ضوء ذلك جري تحليل للبيانات واختبار للفرضيات باستخدام الأساليب الإحصائية المناسبة وتوصلت الدراسة إلى عدة نتائج أهمها: -يعتبر تبسيط الإجراءات الإدارية جزءا أساسيا من أعمال محافظة دمشق ولها دور كبير في توفير الوقت والتكلفة أكبر من دوها في تقديم الخدمات بدقة والتقليل من تأثير العلاقة الشخصية. -تسود أنماط التعليم التنظيمي في محافظة دمشق حيث تستخدم المحافظة نمط التعلم مفرد الحلقة يليه نمط التعلم مزدوج الحلقة وأخيرا نمط التعلم ثلاثي الحلقة الأقل استخداما في محافظة دمشق. -يوجد أثر دو دلالة معنوية لأنماط التعلم التنظيمي على تبسيط الإجراءات الإدارية في محافظة دمشق فالتعليم مفرد الحلقة هو الأكثر ارتباطا بتبسيط الإجراءات الإدارية والتعليم ثلاثي الحلقة الأقل ارتباط بتبسيط الإجراءات الإدارية. -يوجد أثر ذو دلالة معنوية لطرائق التعليم التنظيمي على تبسيط الإجراءات الإدارية في محافظة دمشق فطريقة التعلم من خلال الأسلوب العلمي في حل المشكلات هي الأكثر ارتباطا بتبسيط الإجراءات الإدارية يليها طريقة التعلم من التجارب وأخيرا طريقة التعلم من خلال القياس المرجعي الأقل ارتباطا. -تتوفر أسس المنظمة المتعلمة في محافظة دمشق بالترتيب: التعلم ضمن الفريق ثم التمكين الشخصي يليه إبداع طرق جديدة في العمل وأخيرا وجود الرؤية المشتركة. -لأنماط التعليم التنظيمي أثر أكبر من طرائق التعليم التنظيمي على تبسيط الإجراءات الإدارية في محافظة دمشق.
