المستخلص: In this paper, we are presenting a theoretical and descriptive vision and a good input to keep abreast of all the developments taking place in the world, especially after the increasing challenges of economic reality in light of the issues raised recently through a third revolution wave after the Industrial and Informatics Revolution , where the application of modern administrative systems is one of the means to achieve the quality of the overall system in the institutions so as to enable them to compete and challenge to prove their existence. Overcoming this challenge and establishing presence, as well as competitiveness, is extremely important and difficult, requiring intensified global efforts, represented by international organizations and bodies, to oversee the implementation of TQM and assist in its embodiment. We therefore considered identifying the basic elements of the appropriate organizational culture for the implementation of TQM.

nouvelle entrée qui se tient au courant de toutes les mutations que connais le monde, surtout après la multitude des défis soulevés récemment , a travers une troisième vague révolutionnaire après la révolution industrielle et d'information, ainsi l'application de nouveaux systèmes de gestion constitue l'un des moyens permettant d'atteindre l’optimisation de qualité totale des institutions afin qu'ils puissent faire face à la concurrence et la défiée , et afin de prouver son existence , ceci étant extrêmement important et difficile , des efforts ont été consentis par les organisations mondiales et les organismes internationaux pour veiller à la supervision et l'application de ce procédé technique a savoir la gestion par la bonne gouvernance jusqu’ici ainsi nous avons tenté de montrer les éléments de base et appropriés a la culture organisationnelle de la bonne gouvernance

في هذه الورقة البحثية نحن بصدد تقديم رؤية نظرية وصفية ومدخل جيد لمواكبة كافة التطورات الحاصلة في العالم، خاصة بعد زيادة تحديات الواقع الاقتصادي في ظل القضايا التي أثيرت مؤخرا من خلال موجة ثورية ثالثة بعد الثورة الصناعية والمعلوماتية، حيث أن تطبيق أنظمة إدارية حديثة تمثل أحد الوسائل التي تمكن من تحقيق جودة النظام الكلي بالمؤسسات بما يمكنها من التنافس والتحدي لإثبات وجودها، ويعتبر التغلب على هذا التحدي وإثبات الوجود وكذا القدرة التنافسية أمرا في غاية الأهمية والصعوبة مما يتطلب تكاثف الجهود العالمية ممثلة في المنظمات والهيئات الدولية من أجل الإشراف على تطبيق إدارة الجودة الشاملة والمساعدة في تجسيدها. ولذلك ارتأينا تبيان العناصر الأساسية للثقافة التنظيمية الملائمة لتطبيق إدارة الجودة الشاملة.
