تناولت هذه الدراسة موضوع فاعلية أداء القيادات الإدارية لإدارة الجودة الشاملة حيث تمثلت المشكلة في ضعف قياس القيادات الإدارية بمصرف الصحاري والفروع التابعة له بالالتزام وتطبيق إدارة الجودة الشاملة وتكمن أهمية الدراسة في أنها تتناول قطاعا مهما من قطاعات الاقتصاد الليبي وكذلك التعرف على الصعوبات التي تواجه القيادات الإدارية عند تطبيق مبداء إدارة الجودة الشاملة وبذلك تم عرض الخلفية النظرية والدراسات السابقة المتعلقة بموضوع البحث كما تناولت الدراسة الجوانب التحليلية للبيانات واختبار الفرضيات من خلال جمع البيانات على استمارة الاستبيان وتم إجراء اختبار (t) واختبار سبيرمان للتوصل إلى اختبار الفوض واستخلاص النتائج والتي من أهمها ضعف قدرة القيادات الإدارية على تطبيق إدارة الجودة الشاملة بسبب انخفاض القدرات الفكرية والفنية والإنتاجية والسلوكية مما يتطلب عدة توصيات منها الاهتمام بتنمية القدرات المهنية والفكرية وسبل تطويرها وكذلك الاهتمام باحتياجات العاملين وعملاء مصرف الصحاري.
