المستخلص: هدفت هذه الدراسة إلى التعرف إلى المعوقات التي تحول دون تطبيق الإدارة الإلكترونية بمعهد علوم وتقنيات النشاطات البدنية والرياضة بجامعة سوق أهراس وهذا من وجهة نظر الإداريين، بعد توجهها إلى تطبيقها على غرار العديد من الجامعات الجزائرية وعليه صيغت إشكالية الدراسة على ما هي المعوقات التي تحول دون تطبيق الإدارة الإلكترونية بالمعهد. قام الباحث بتوزيع استمارة استبيانيه على عينة الدراسة وهي مجموعة من الإداريين العاملين بذات المعهد اختيروا عشوائيا وعددهم 14 وتوصلنا إلى أنه توجد معوقات تقنية وبشرية وتنظيمية تعرقل تطبيق الإدارة الإلكترونية وهذا بدرجة كبيرة. وهو ما يتوافق مع الدراسات السابقة والمشابهة التي تم اعتمادها في بحث هذا. وعليه أوصى الباحث بضرورة زيادة الاهتمام بضرورة تطبيق الإدارة الإلكترونية لما لها من فوائد على العاملين والأساتذة والطلبة على حد سواء، وكذلك لدورها في اختصار الجهد والوقت على العاملين كما أوصى بضرورة تنظيم دورات تكوينية وأيام دراسية للعاملين.

Study problem: What are the obstacles Applying Electronic Management at the Institute of Science and Technology of physical and sports activities from the point of view of administrators? Objectives of the study: - Identify the technical obstacles to Applying Electronic Management at the institute. - Identify the organizational obstacles to Applying Electronic Management at the institute. - Identifying the human obstacles to Applying Electronic Management at the institute. - Suggest some solutions to facilitate the application of electronic management institutes of science and technology of physical activities and sports. Study Hypotheses: General Hypothesis: There are technical, organizational and human obstacles to Applying Electronic Management at the institute in the Institute of Science and Technology of physical and sports activities. Partial Hypotheses: 1- There are technical obstacles that hinder the application of electronic administration in the Institute. 2 - There are organizational obstacles that hinder the application of electronic administration Institute. 3 - There are human obstacles that hinder the application of electronic administration Institute.. -Methodology: Due to the nature of the subject, the researcher adopted the descriptive approach in his study. - The study population: 16 Administrators working in Institute of Science and Technology of physical activities and sports at the University of Souk Ahras. - Study Sample: The study sample consisted of 14 administrators of the Institute of Science and Techniques of Physical and Sports Activities at Souk Ahras University.
