|a إن التمكين الإداري من الموضوعات التي برزت على الساحة في أواخر الثمانينات من القرن العشرين ولاقت رواجا كبيرا خلال النصف الأخير من التسعينات وهو مصطلح وليد حركة العلاقات الإنسانية إلى نادت بالاهتمام بالإنسان في المنظمة، لذا فإن تبني المنظمات لمفهوم التمكين الإداري سينطلق من إيمانها بأن موظفيها هم الثروة والأصل الأكثر أهمية لديها، الأمر الذي يحقق التنمية والتطوير لقدراتهم، وسوف يولد هذا الكثير من المنافع للمنظمة، وهو الضامن لولوج المنظمة عالم التطور بكل جاهزية في بيئة أعمال متسارعة و حركية لا تتقبل المزيد من هدر الوقت في ظل الهرمية والروتين والأنماط الإدارية التقليدية.

|b Administrative empowerment is among the topics that appeared in the late 80’s of the 20th century and became popular during the last 90’s. it’s a term founded by the movement of human relations that called for the interest in human in the organizations, therefore using the concept of administrative empowerment by the organizations will start from their belief that their employers are the most important wealth and source for them, and this is the fact that realizes advancement and developing their abilities which will create many benefits for the organizations, and this will guarantee the organization to access to the world of evolution readiness in accelerated works and movements that don’t accept more wasting time under the hierarchy , routine and traditional administrative patterns.
