Les établissements accordent une très grande importance aux ressources humaines, vue que ces dernières jouent un rôle considérable dans leur réussite et distinction. Les ressources humaines aident, ces établissements, également, à survivre dans un environnement témoignant de nombreux changements et défis, outre les autres ressources, sur lesquelles dépendent ces établissements, dans le but d'améliorer leur performance, elles comptent sur la qualité totale afin de bénéficier de ses avantages et arriver à leurs fins. L'importance de qualité totale réside dans le fait d'améliorer la performance des ressources humaines, par le biais de nombreux éléments, tout en insistant sur le travail d'équipe, l'intégration, la motivation et la communication, ce qui donne lieu à une meilleure performance en améliorant les capacités et compétences des individus, ce qui explique le grand intérêt accordé à Ce dernière approche.
