تتيح الجودة الشاملة للمؤسسة التعليمية رؤية ورسالة واضحة لطبيعة دورها، والوقوف على نقاط الضعف والقوة في تخطيط برامجها، وتحقيق الاستثمار الأمثل لمواردها، ووضع أهدافا محددة والسعى لتحقيقها، إلا انه قد لوحظ وجود تدنى فى تطبيق إدارة الجودة فى الأقسام، هدف البحث: قياس مستوى جودة الخدمات المؤسسية والتعليمية المقدمة لطلاب العينة من خلال التعرف علي: مستوى جودة الخدمات المؤسسية العامة المقدمة ومستوى جودة الخدمات التعليمية المقدمة للعينة قيد البحث، أستخدم المنهج الوصفي بالأسلوب المسحي، وتم اختيار عينة الدراسة بالطريقة العشوائية الطبقية وعددها (100) من أعضاء هيئة التدريس ومديري الوحدات وأعضاء الوحدات والطلاب بكلية الآداب والعلوم طبرق. وأسفرت النتائج عن إن درجة تطبيق الثقافة التنظيمية منخفضة، وهذا يدل على عدم الإلمام الكافي بمفهوم الثقافة التنظيمية المطلوبة لنجاح تطبيق إدارة الجودة الشاملة على كافة المستويات الإدارية، والأوضاع الإدارية والمالية تحققت بدرجة فوق المتوسطة والضعيفة وان التنسيق بين الأقسام واحتياجات سوق العمل تحقق بدرجة ضعيفة.
