المستخلص: The present study searches on the factors that have a negative effect on English speaking skills at the College of Basic Educations / English department as well as on the solutions for this problem. Teacher task, Students' Obstacles to Speak English Language, and environment of English department are the main areas of this study. The sample of this study consists of all students of English department; The total number is 202 student. A questionnaire is sent to the sample. The results of this study indicated that the teacher task and the obstacles of students in English speaking skills have a negative effect on speaking, whereas the environment of English department play an active role in general. On the basis of these results, conclusions are drawn and recommendations made.
