المستخلص: تكمن مشكلة البحث في الحاجة إلى تقويم الأداء وتطويره وما يبرر وجود أزمة تعيشها مؤسساتنا الجامعية نتيجة لضعف قدرتها في الاستجابة السريعة والمتلاحقة للمتغيرات المجتمعية والعالمية، فضلا عن التحديات المطلوبة للمجتمع بصورة تحقق لها الفاعلية والكفاية، كما أن أهمية البحث تأتي كون مفهوم إدارة الجودة الشاملة يعد من المفاهيم الادارية الحديثة التي تهدف إلى تحسين وتطوير والنهوض من مستوى الأداء الإداري بصفة مستمرة، وذلك من خلال الاستجابات لمعطيات المستفيدين. وإن هذا البحث يتلخص في التعرف على مدى تطبيق متطلبات ادارة الجودة الشاملة في كليتي التربية والعلوم بجامعة المستنصرية من وجهة نظر التدريسيين، وكذلك التعرف على الفروق بين التدريسيين بحسب المتغير الجنس (ذكور -إناث) والتخصص (علمي -إنساني) في نظرتهم لمدى تطبيق متطلبات إدارة الجودة الشاملة، اذ تحدد البحث بالتدريسيين والتدريسيات من الذين يعملون في أقسام كليات التربية والعلوم بجامعة المستنصرية والبالغ عددهم (604) فردا للعام الدراسي(2018-2019). قامت الباحثة بتحديد مجموعة من المصطلحات الخاصة بالبحث وعرضا للمواضيع والأدبيات في الجانب الادب النظري التي لها علاقة بالموضوع، والتطرق إلى مجموعة من الدراسات العربية والأجنبية التي تخص موضوع البحث الحالي. وقد اتبعت الباحثة مجموعة من الإجراءات من حيث وصف مجتمع البحث المكون من التدريسيين والتدريسيات من الذين يعلمون في أقسام كليات التربية والعلوم بجامعة المستنصرية، إذ تم الحصول على عينة مؤلفة من (200) فردا وبنسبة (61.53%) إلى مجتمع البحث، إذ تم بناء أداة خاصة بالبحث من خلال الاطلاع على الأدبيات والدراسات السابقة فضلا عن السؤال المفتوح، إذ تم إجراء الصدق والثبات على الأداة، وقد وضع بعدد من الاستنتاجات والتوصيات والمقترحات التي تخص البحث.

The research problem is the need to evaluate and develop the performance and that create a crisis in our university foundations as a result to their weakness in quick response to the society and world changes as well as the demanded challenges for the society in the way that make it active and effective . Also the importance of the research comes from that the concept of comprehensive quality management is considered one of the modem administrative concepts that aims to improve. Develop and promote administrative performance level in contentious manner through respond to the client inputs. The aim of this research is to learn the range of applying the requirements of comprehensive quality management in college of Education For Mustansiriya and the College of Sciences, University of Baghdad from teachers point of view. Also to learn the differences among the teachers according to gender variable (males, females) and major (scientific, human) in their view of the range of applying comprehensive quality managing requirements .The research was limited by male and female teachers in the department of College of Education For Mustansiriya, the College of Sciences in University of Baghdad (604) in the studying year ( 2019-2018) The researchers identified some of special terms for the research and introducing the subjects and literatures in the theoretical aspect of the subject and mention some of Arabic and Foreign studies concerning the subject of this research. The researchers followed some of procedures through description of the research society that contains male and female teachers who work in the departments of College of Education for Mustansiriya and the College of Sciences. A sample of (200) subjects were obtained represented(%61 .53) of the research society .The researchers made a special instrument for the research through studying the previous studies and literatures as well as the open question through applying true and validity on the instrument. The researchers made some conclusions, recommendations and suggestions.
